Top 6 Steps to Access Services

Apply to the Division of Developmental Disabilities (DDD)

Applying to DDD is the first step in receiving services in Arizona. Available to individuals 3 years and older. Having a diagnosis alone does not automatically qualify you.

To be eligible, you must:

  • Be a resident of Arizona
  • Be at risk of developmental disability (before age 6); after age 6, have a diagnosis of Epilepsy, Cerebral Palsy, Autism, Down Syndrome or Cognitive Disability
  • Be diagnosed before age 18
  • Have functional limitations in 3 of 7 major life areas: self-care, receptive/expressive language, learning, mobility, independent living, self-direction, or economic self-sufficiency

For children under 3: Apply to AzEIP (Arizona Early Intervention Program) — statewide services for infants and toddlers birth through age 2.

Apply to ALTCS — the Medicaid Funding Source for DDD

ALTCS (Arizona Long Term Care System) is the federal Medicaid source that pays for the services DDD coordinates. ALTCS must process your application within 45 days.

The process includes:

  • Financial Interview — Phone interview confirming your child has no more than $2,000 in their name
  • PAS Interview — In-person, in your home; you must score 40+ points to qualify
  • Decision timeline — 45 days to decide; 90 days if appealed; 120 days if continuance was granted
  • Once approved — Select a health plan (Mercy Care or UHC); you have 30 days to choose and may switch once per year

Understand What DDD / ALTCS Covers

DDD alone only covers support coordination. You must qualify for both DDD and ALTCS to receive full services. Once you have both approvals, the following resources will help you navigate what's available to you.

Contact Your School District Special Education Department

Request a complete Psychoeducational Evaluation in writing from your local school district. They have 60 days to evaluate your child. Once evaluated, you'll have a MET/IEP meeting to determine goals and placement.

Attend the Autism 101 Class

A free monthly class held online via Zoom for parents and families new to Autism or new to Arizona. Covers steps to access services, the Special Education process, and key resources. Watch the online session first and review the Autism in AZ links before attending so you come prepared with specific questions.

Find the Closest Support Group Meeting

Monthly support group meetings connect parents and caregivers to share resources and receive support from other families. Both online and in-person options are available. Autistic adult support groups and meetups are also offered, along with trainings and social opportunities.

DDD Services Vocabulary

Adult Developmental Home
ADH
A licensed family home setting where 1–4 adults with developmental disabilities live and receive care and support from the licensed caregiver in the home.
Arizona Early Intervention Program
AzEIP
Statewide services for families with infants and toddlers (birth–age 2) with disabilities or developmental delays. Established under Part C of the Individuals with Disabilities Education Act (IDEA).
Arizona Health Care Cost Containment System
AHCCCS
Arizona's Medicaid program. ALTCS members select a health plan through AHCCCS — currently Mercy Care or UnitedHealthcare Community Plan — which becomes their secondary insurance.
Arizona Long Term Care System
ALTCS
The Arizona Medicaid program that funds long-term services and supports for people with disabilities or chronic conditions. Must be approved alongside DDD to receive full services.
Attendant Care
AC
Personal care assistance with activities of daily living such as bathing, dressing, grooming, eating, and mobility, provided in the individual's home.
Direct Support Professional
DSP
A trained caregiver who provides hands-on support to individuals with developmental disabilities in their daily lives — including personal care, community participation, and skill building.
Division of Developmental Disabilities
DDD
The Arizona state agency under DES that coordinates services for individuals with developmental disabilities. DDD approves eligibility, assigns Support Coordinators, and manages service plans.
Group Supported Employment
GSE
A model where a small group of individuals with disabilities work together at a community job site with ongoing support from a job coach.
Habilitation
HAB
Supports focused on building or maintaining daily living skills such as cooking, hygiene, communication, and community navigation. Can be provided in-home or in the community.
Individual Support Plan
ISP
A personalized plan developed with the member, family, and Support Coordinator that outlines goals, services, and supports. Updated at least annually.
Individualized Education Program
IEP
A legally binding plan developed for students with disabilities that outlines educational goals, accommodations, services, and placement. Reviewed at least once per year.
Individually Designed Living Arrangement
IDLA
A living setting customized to meet the unique needs of an individual outside of a licensed group home — typically in a family or community home with tailored support.
Preadmission Screening
PAS
The in-home assessment used to determine ALTCS eligibility. A structured interview that evaluates functional ability and developmental milestones. A score of 40+ points is required to qualify.
Respite Care
Respite
Temporary relief for primary caregivers by having a trained support person care for the individual. Can be provided in-home, in the community, or at a facility.
Support Coordinator
SC
A case manager assigned by DDD who helps individuals and families navigate services, develop plans, and connect to providers. The primary point of contact in the DDD system.
